Can't Decide?
What if you just can't decide between two photographers? If their packages and prices are similar, you like the style of their photos about equally, you got along with them when you met them, they're both available, and you've talked with someone who used those photographers and got good feedback, it can be difficult to choose.
For me the most important factor is that you LOVE the photos. If you've only seen "best of" albums from both photographers, ask to see an entire wedding from each of them. (But only do this if you really can see an entire wedding from them both.) This will give you an idea of how many photos they take, and what percentage of those photos are "great" album-worthy ones. Keep in mind that not every photo will go in your album, and photographers should deliberately take multiples of each type of photo.
Next most important, to me, is how you feel about being around the photographer. Will you feel comfortable with them hanging around you all day? What about them seeing you getting ready? Did they strike you as helpful and willing to go the extra mile? (Say, if you're running late and need someone to spread some rose petals out on the aisle or someone to help you get some dirt off your dress.)
How you feel about the photos and the photographer personally should help you decide between the two. But if all else fails, go with your gut.
